Need a new team for WL

in Squad Building

I need a new to team to first of all enjoy the game and to be competitive in WL.
Formation: 4-1-2-1-2 (narrow) or 4-2-3-1
Untradebales: Potm Hazard, Prime Ballack, New Frenkie de jong future star, League SBC Herrera, Futmas Matuidi, Umtiti, Flashback Tevez and Arias Futmas
Must be in the team: Frenkie de jong, Ballack, Hazard
Creative links(that I know): Herrera, Lozano and De Jong. Umtiti, UEL Mathieu and Herrera
Budget: 300k
Console PS4
